FOSS project: Support to e-government initiatives at local (municipality) level through Free and Open Source Software (FOSS) in South-Eastern Europe
The United Nations Development Programme (UNDP) and the Internet Society of Bulgaria (ISOC-Bulgaria) have launched a project to help municipal governments in Southeastern Europe use the Internet to better respond to citizens’ needs. This is the first e-government project in the region to use Free/Open Source Software (FOSS) applications to enhance government transparency and people’s access to municipal services.

Case study: eDialogos
Case abstract: The innovative e-Dialogos project at the Greek municipality of Trikala is funded through the Politeia Programme of the Ministry of Interior and the Region of Thessaly, and it is championed by the Mayor of Trikala himself. The project is about providing an innovative and fully fledged eDemocracy methodology and platform for citizens of Trikala to participate in the decision making processes of the municipality, combining online deliberative and voting processes.

Case study: Digitising processes in the municipality of Agueda
Case abstract: With the digitisation of all the internal documents and the definition of bureaucratic-circuits, Agueda has entered the 21st century as a paperless municipality. All the petitions, decisions, signatures, banker's drafts and technical analyses managed by the municipality are now virtual. The first beneficiaries of this digitisation and internal changes are the citizens, who obtain more efficient and fast answers to their requests at the local authority. Internally, the changes introduced have also improved the quality of the municipal officials work.

Case study: NL: Dutch municipality provides 24-hour service
Case abstract: Since 1 September 2007, local residents in Scheemda have been able to phone the council with their queries round the clock. “We have transformed the way we work ever since the town hall was renovated,” said a spokesperson. “For instance, we work some evenings and that is going very well. We have also decided to become reachable 24 hours a day.”

Case study: Online municipal company guides in Belgium
Case abstract: The responsibility for economic policy is shared by the Belgian government (federal economy), the Flemish, Walloon or Brussels government (regional economy) and last (but not least) by the municipalities themselves (local economy). At the moment a conclusive overview of all companies in a municipal area is missing which logically results in: No (good) data equals no (good) policy. Creating a municipal company guide fills the gaps of data between the municipal and Flemish government and the companies by creating a platform in which data is contributed by all the partners, and so creating a full overview of the economic partners working in a municipality.
